Doha NGO Group: inputs to the draft outcome document

Two groups of civil society organisations have produced position papers as inputs to the drafting of the outcome document for the Follow-up International Conference on Financing for Development (Doha, Qatar, 29 November - 2 December 2008).

The Doha NGO Group has led the development of a civil society Key Recommendations for Doha Draft Outcome Document (pdf) and a Civil Society Benchmarks for the Doha Preparatory Process on Financing for Development (pdf) which make some recommendations to governments to better address “the systemic weaknesses that have undermined the consensus reached in Monterrey, and to supplement the 2002 commitments with a package of new, concrete monitorable measures, coupled with a strong and explicit political commitment to implement them.” More information on this issue.

The Women’s Working Group on Financing for Development (FfD) has also produced a set of proposals (pdf) that will be submitted to the two Co-Facilitators. This set of proposals that substantively address women’s inter-linking concerns in the Monterrey Consensus was discussed and adopted at a women’s consultative meeting convened by the Women’s Working Group on FfD in New York on 16 and 17 June 2008. The women’s consultation, attended by 50 participants, was supported by UNIFEM and the Financing for Development Office in DESA. The proposals in the document are intended to align with but also enhance several key recommendations found in the draft Civil Society Key Recommendations for the Doha Draft Outcome Document. To ensure regional input to the preparations for the Doha Review Conference on Financing for Development, the UN regional commissions organized, between March and June of this year, regional consultations on financing for development, with the participation of all relevant stakeholders.

More detailed information on regional meetings in preparation of the Follow-up International Conference on Financing for Development to Review the Implementation of the Monterrey Consensus is posted on the FfD website

Financing for Development
The Financing for Development process, led by the United Nations, reached a global 'consensus' in the Monterrey Conference (2002). But without political will that opportunity remains in jeopardy.
