More than 6.000 delegates from countries, civil society groups, and the private sector gathered in Buenos Aires, Argentina for the 10th Conference of the Parties of the UN Framework Convention on Climate Change - COP 10 - from 6 to 17 December 2004. In the midst of generalized optimism about the recent entry into force of the Kyoto Protocol, the main goals were: to agree on a comprehensive 'road map' for what happens after the end of the commitment period of the Kyoto Protocol; to find ways of bringing the United States into global negotiations; and to enforce the financing mechanisms that help mitigate the effects of climate change on poor countries.
