10th Conference of the Parties on Climate Change

More than 6.000 delegates from countries, civil society groups, and the private sector gathered in Buenos Aires, Argentina for the 10th Conference of the Parties of the UN Framework Convention on Climate Change - COP 10 - from 6 to 17 December 2004. In the midst of generalized optimism about the recent entry into force of the Kyoto Protocol, the main goals were: to agree on a comprehensive 'road map' for what happens after the end of the commitment period of the Kyoto Protocol; to find ways of bringing the United States into global negotiations; and to enforce the financing mechanisms that help mitigate the effects of climate change on poor countries. The Conference came to a close with the adoption of the Buenos Aires programme of work on adaptation and response measures

By the time the international negotiations on climate change in Buenos Aires ended on Saturday 18 December 2004, workers had already started dismantling the conference facilities. Yet after two weeks of negotiations, the best that the more than 6,000 participants could achieve was an agreement to hold another meeting.
