The actual number of buyout requests was as high as 620, far in excess of the institution’s goal of laying off 380 staff.

The Policy Support Instrument (PSI) is as a "non-financial mechanism" launched by the IMF in 2005. Six countries, all of them African, have signed on so far. But some are already finding that PSIs, like their predecessors, are making it difficult to finance improved education and other internationally agreed MDGs.
