The International Criminal Court (ICC) has made notable progress in bringing justice for the worst crimes despite mistakes in policy and practice, Human Rights Watch said in a report recently released that assesses the court's first five years. Human Rights Watch urged greater international support of the ICC to meet the political and financial challenges ahead.

During the first half of 2008, trends of decreased violence and a declining rate of displacement continued throughout the country. Yet the deteriorating conditions facing the 2.8 million Internally Displaced Persons (IDPs), as well as the limited returnee population, remain one of the most serious humanitarian crises in the world. In addition, over two million Iraqis are refugees, mostly in neighboring Syria and Jordan, resulting in a total of 5 million internally and externally displaced.

A new report by Physicians for Human Rights-Israel provides a detailed description of the permits mechanism instituted by Israel and of the growing restrictions placed by this mechanism on the access of patients to medical care unavailable in Gaza. The report describes how patients' access to medical care is conditioned on their collaboration with Israeli intelligence.

Since 2003, Member States have gathered every two years to consider the implementation of the Programme of Action to Prevent, Combat and Eradicate the Illicit Trade in Small Arms and Light Weapons in All its Aspects, which was adopted in 2001. The Programme of Action contains a number of measures to control the proliferation of small arms and light weapons, including legislation, destruction of confiscated weapons, and strengthening the ability of States to identify and trace those weapons. The Third Biennial Meeting of States was held from 14 to 18 July at UN Headquarters in New York.

The United Nations Secretary General, Ban Ki-moon, says in a new report to the Security Council that Israel continues to violate Resolution 1701. The resolution, which ended hostilities between Lebanon and Israel in 2006, demands that all Israeli military forces pull back to the UN-demarcated blue line. But Israel still controls territory north of the blue line, including part of the town of Ghajar. The Secretary General warns that Israel’s violation may escalate tensions between the two countries.

USA has miserably failed in solving the problem of terrorism by using torture; and ruining lives of hundreds of innocent people in Gantanamo Bay. India, and for that matter any other country, can also not succeed in solving this problem simply through torture. It is a political problem and has to be solved politically. Political policies, not the jackboots, can solve such problems.

US dropped nuclear bomb near Basra in 1991, claims veteran
An American veteran of the first Gulf War in Iraq claims that the United States dropped a five-kilotonne nuclear bomb in 1991 in a deserted area outside the southern city of Basra on the Iranian border.

Leaders express full support for Bolivia’s Morales
After an emergency summit in the Chilean capital, the presidents of the Union of South American Nations (UNASUR) expressed their resounding support for the government of Bolivia and decided to set up commissions to support talks and to investigate recent killings in that country, which is caught in a wave of political unrest.
